Unable To Read /Collections_action/Policy_action Object After Upgrade To 7.3

Symptoms

After collections upgrade by installing <patch 6491208>, still not able to read some
/collections_actions/xxx objects.

For example, for below specified 5 poid_types:

/collections_action/dunning_letter
/collections_action/invoice_reminder
/collections_action/late_fee
/collections_action/manual_action
/collections_action/policy_action



The first two types dunning_letter and invoice_reminder are sub classed and others are abstract objects. The problem happens when reading any of the objects with abstract object type, like
/collections_action/late_fee, /collections_action/manual_action, or /collections_action/policy_action.

STEPS:
Using testnap to read one of the objects like /collections_action/policy_action.
