Account Creation Fails When Deal Dependency Parameter Is Enabled

This problem can occur on any platform.


Unable to create an account when provisioning is enabled and the parameter deal dependency is enabled in the cm pin.conf file, even with the plan that doesn't contain any dependency definition.

Steps to reproduce:

1. Enable entry

- fm_utils_validate_deal_dependencies 1

in CM's pin.conf file.

2. Create account using Customer Center with a plan (which does not have a deal dependency).  Account creation fails.
