Message "One or more circuits for this order riding on another circuit..." When DD Complete the Order

Symptoms
The user is currently unable to DD complete an order. While they are trying to do so receive an informational message stating: "One or more circuits for this order are riding on another circuit that is scheduled to be due date completed after the due date of this order." On clicking Yes on the error box, it gives details of the blocking circuit ID.
