Duration Column Was Not Populated in Bill Details Screen (Doc ID 558833.1)

Symptoms

The duration column was not populated with any information in Bill Details screen in Customer Center.

-- Steps To Reproduce:
1. Create a Standard GSM Account
2. Rate an EDR 
    No NET_QUANTITY field found in OUT file.
3. Load OUT File.
    NET_QUANTITY field was showing '0' in Customer Center Event Browser.
    Also, in Customer Center Balance tab -> Bill in progress -> select a service -> select a usage link, the duration column displayed doesn't contain information.
