Symptoms

While doing rerating for an account after plan transition, it results in the following error and there is no balance impact.

Scenario:

1. Create an account on 1st Jan.
2. Rate some usage.
3. Change the Plan on 18th.
4. Run pin_rerate on 10th Jan.
