Cannot Perform Writeoffs After Upgrading From 6.0.3 To 7.3 For Some Accounts

This problem can occur on any platform.
When trying to perform account level write-off it seems to fail and the associated cm.pinlog seems to indicate a problem with some data not being there.
This error was found even when a payment was attempted from Payment Tool.
If a new account is created, write off for the account is happening properly. Also notice that the
write-off works for some upgraded accounts.
The only difference that seems to be that some information in bal_grp_t did not have
Balance Group at the account level and effective_t was not populated.
The problem does not occur if the bal_grp_obj is made to have the the correct bal_grp_obj from the bal_grp_t for that customer and also updating the effective_t in the table billinfo_t
