fm_cust_create_bal_grps Error When Purchasing A New Plan And Creating A New Bill Unit (Doc ID 559221.1)

Error with fm_cust_create_bal_grps when purchasing a new plan with service level balance group.

In 7.3, a user purchases Plan 1 (Out of the Box) with postpaid services:

Then, he/she purchases another Plan 11 with new service:

During purchasing Plan 11, select "Multiple Bill Unit Options" in Customer Center to try to split
the balance groups to 2 Bill Units. When finishing the purchase, got following error in cm.pinlog:

In Plan 1, /service/email and /service/ip are in the Account Balance Group.

In Plan 11, /service/telephony is in Balance Group (1).

Steps To Reproduce:
1. Create an account with Plan 1
2. Purchase a new service with Plan 11. During the purchase, select "Multiple Bill Unit Options",
and move "Balance Group (1)" to the "New Bill Unit(2)"
3. Complete the purchase with the rest of the steps.  Set the Payment type to Invoice for the new Balance group (Bill Unit).
