How to Set DOC1 Template File Variables (Doc ID 560181.1)

Goal

We are needing to customize the doc1dirfile.ini.template and billdirfile.ini.template files in Oracle Utilities Customer Care and Billing (CC&B) to add custom paths. Out of the box, every time we do a template rebuild it wipes out our customizations, so we need to fix that. My question is this:

Where is CC&B getting the variables referenced in these two files? These include variables such as @DOC1HOSTDIR@ and @DIRSEP@ to name a couple.
