Dm_oracle Is Not Correctly Serializing Sub-Balance Data For Taxation Events (Doc ID 560520.1)

Symptoms

-- Problem :
When billing-time taxation is used, the /event/billing/cylce/tax event is created with incorrect sub-balance records (serialized in event_essentials_t) which contain corrupt data.

The problem occurs during the PCM_OP_WRITE_FLDS operation which billing uses to update the /event/billing/cycle/tax event after tax calculation. The data is not correctly serialized to the event_essentials_t table. When the event is read back (via PCM_OP_READ_OBJ), all the data in the sub-balance structure is corrupt.

This only seems to occur with the WRITE_FLDS operation. A CREATE_OBJ operation with the sub-balance structure is created correctly.

-- Steps To Reproduce:
1. Configure an account with billing-time taxation
2. Purchase some product with a billing-time tax
3. Run billing
4. See that the data in the /event/billing/cycle/tax event is incorrect
