After Upgrade From 7.0 To 7.3 Some Audit Tables Are Not Created (Doc ID 561213.1)

Symptoms

After upgrading from 7.0 to 7.3, a user found the following tables have not been created.

1> AU_PROFILE_T
2> AU_PROFILE_ACCT_EXTRATING_DA_T
3> AU_PROFILE_CUSTOMER_CARE_T
4> AU_PROFILE_EVENT_ORDERING_T
5> AU_PROFILE_LDAP_T
6> AU_PROFILE_SERV_EXTRATING_DA_T
7> AU_UNIQUENESS_ALIAS_LIST_T

Without au_profile_t table the upgrade will error out. The user had to create this manually in
the DB.

Also, after that, while creating new account on upgraded environment, the following dm_oracle
error was logged, when creating a new account with customer type other than "NOT SET" value (e.g
bronze, silver, gold).

-- Steps To Reproduce:
1. Upgrade from Portal 7.0EBF to 7.3 using
   1> 7.3_Portal_Base_solaris_32_opt.bin
   2> 7.3_PortalBase_Upgrade_70_73_solaris_32_opt.bin
2. Run upgrade.pl and it errors out when trying to add columns to AU_PROFILE_T table.
3. Manually create this table.
4. Install the 2 mandatory patches
   1> 7.3_PATCH_04489_Portal_Base_solaris_32_opt.bin
   2> 7.3_PATCH_5903622_Portal_Base_solaris_32_opt.bin
5. Tried to create an account with customer type "Gold".
