Mandatory Field Is Missing on PCM_OP_TCF_AAA_AUTHORIZE Return Flist (Doc ID 567332.1)

This problem can occur on any platform.

Symptoms

when making a "free call" on an account with sufficient balance, the field
PIN_FLD_AVAILABLE_RESOURCE_LIMIT is not returned


STEPS
The issue can be reproduced at will with the following steps:
1. Apply  rollup patch - <<Patch 6787882>>
2. Customize the policy files - refer patch readme file
3. Create a plan/deal/product for pre-paid :
For the real time product configured for scaled and fixed amount should be 0
4. Create a prepaid account - credit limit 0
5 Make a PCM_OP_TCF_AAA_AUTHORIZE for the above created account
