Symptoms

-- Problem Statement:
There is a mismatch between the utilization reports and what data was imported during the nightly
loader process.

-- Steps To Reproduce:
Run utilization report and compare against actual data in the staging tables.

-- Business Impact:
All users that run reports were getting invalid utilization results.
