ORA-01019: Unable To Allocate Memory Running Allocation After Applying Patch 4599183 (Doc ID 577639.1)

On an IBM AIX platform, after upgrading the OFSA database from Oracle 9i to 10g / 11g, when an Allocation is run within the Performance Analyzer (PA) application or directly on the server the following error occurs:

ORA-01019: unable to allocate memory in the user side

<Patch 4599183> -  1OFF: ORA-01019 STARTING RQ WITH ORACLE 10G has already been applied and *.nlb files exist in the following directory:
