Network Utilization Report generates java errors if Custom fields have only spaces (Doc ID 578032.1)

This problem can occur on any platform.

Symptoms

When a network utilization report is run, the following error is seen;

java.util.NoSuchElementException

at com.nortel.pps.reports.ina.NURHtmlFormatter.endCustomer(NURHtmlFormatter.java:191)
at com.nortel.pps.reports.ina.NetworkUtilizationReportGenerator.generateReport(NetworkUtilizationReportGenerator.java:397)
at com.nortel.pps.webgui.reports.ina.NetworkUtilizationReportGenerateEvent.handleRequest(NetworkUtilizationReportGenerateEvent.java:265)
at com.nortel.pps.webgui.base.FrontComponent.service(FrontComponent.java:169)
at javax.servlet.http.HttpServlet.service(HttpServlet.java:853)
at weblogic.servlet.internal.ServletStubImpl$ServletInvocationAction.run(ServletStubImpl.java:996)
at weblogic.servlet.internal.ServletStubImpl.invokeServlet(ServletStubImpl.java:419)

This causes no report to be output. This error is seen in the Policy Services UI
