Network Utilization Report generates java errors if Custom fields have only spaces (Doc ID 578032.1)

When a network utilization report is run, the following error is seen;

at java.util.StringTokenizer.nextToken(
at com.nortel.pps.reports.ina.NURHtmlFormatter.reframeCustomField(
at com.nortel.pps.reports.ina.NURHtmlFormatter.endCustomer(
at com.nortel.pps.reports.ina.NetworkUtilizationReportGenerator.generateReport(
at com.nortel.pps.webgui.reports.ina.NetworkUtilizationReportGenerateEvent.handleRequest(
at com.nortel.pps.webgui.base.FrontComponent.service(
at javax.servlet.http.HttpServlet.service(
at weblogic.servlet.internal.ServletStubImpl$
at weblogic.servlet.internal.ServletStubImpl.invokeServlet(
at weblogic.servlet.internal.ServletStubImpl.invokeServlet(
at weblogic.servlet.internal.WebAppServletContext$
at weblogic.servlet.internal.WebAppServletContext.invokeServlet(
at weblogic.servlet.internal.ServletRequestImpl.execute(
at weblogic.kernel.ExecuteThread.execute(

This causes no report to be output. This error is seen in the Policy Services UI
