Too many concurrent ODJL sessions causes OIM to be unresponsive. (Doc ID 578818.1)

This problem can occur on any platform.

Symptoms

Within a few minutes of starting up the OIM Server, users cannot login even though the component
appears to be up and the logs show activity. This fault was seen to occur after a system restart.
