How to improve ToDo process management?

1. Some standard CC&B batch seems to generate new To Do without closing old ones when the original problem is not corrected (APAYCRET, for example). This situation increases the number of To Do's. In
order to handle To Do's more efficiently, what is the standard behavior concerning batch generated
To Do's?

2. The number of records in CI_BSEG_EXCP table seems to be different than the number of CI_TD_ENTRY of 'TD-BSERR' type. Shoudn't there be one ToDo generated for each BSEG in error?

3. The MRUP-PRG batch deletes records in CI_MR_STAGE_UP, CI_MRR_STAGE_UP, CI_RR_STAGE_UP, CI_MR_STGUP_EXC but ToDo's generated are not deleted. Isn't it possible to delete linked ToDo's while deleting stage up records?
