External General Ledger Data Loader Fails But There Is No Invalid Data

External General Ledger Data Loader
When trying to load records into FEM_BALANCES using the External General Ledger Data Loader program, the program fails and the following error is in the View Log:
Either the loading process could not find any rows in the interface table
(FEM_BAL_INTERFACE_T) that match the parameters entered for this execution,
or the data slice columns are NULL for all matching rows.
The parameters entered resulted in the following values used for matching:
CAL_PERIOD_END_DATE: 31-OCT-07 00:00:00;
LEDGER_DISPLAY_CODE: Business Segment Ledger;
Note that for LOAD_METHOD_CODE = 'I', the only new rows processed are those
with LOAD_METHOD_CODE = 'I'. However, all error rows remaining from previous
executions are reprocessed, including both 'I' and 'S' values. Note also that
DS_BALANCE_TYPE_CODE must match the Dataset Balance Type Code attribute
of the Dataset parameter.
The FEM_BAL_INTERFACE_T table data matches the parameters as the following query returns valid rows:
select * from fem_balances
where load_method_code = 'S'
and cal_per_dim_grp_display_code = 'Month'
and cal_period_end_date = '31-OCT-2007'
and cal_period_number = 10
and ledger_display_code = 'Business Segment Ledger'
and ds_balance_type_code = 'ACTUAL';
