Modification of the Policer Name in catOSPolicingRule raises faults

Symptoms

Two distinct errors are occur when the CatOS (Catalyst Operating System) QoS Configuration Policy catOSPolicingRule is altered

Steps To Reproduce:
1. A catOSPolicingRule CP is applied
2. The changes are committed and the commands are sent to the device (these appear in its running configuration)
3. You change the Policer Name field of the catOSPolicingRule is altered
4. When this change is committed, the commands are sent to the device, but IPSA displays two errors in the faults pane.
Example of an error:
A sequence of more than one item is not allowed as the third argument of concat ()
