MSCFNSCW Resource Requirements Are Not Generated For Aggregate Resources On Day 1 Of Plan Horizon (Doc ID 580428.1)

-- Problem Statement:
On in Production:
Users are running an ECC constrained plan where the Resource Requirements are loading against
their Aggregate Resources and not against the individual resources assigned to those aggregates.
They performed this in the plan options in the Aggregate tab by setting Days/Weeks/Periods
Resources to Aggregate instead of Individual. After the plan completes, for the most part they see
the resource requirements in the planners workbench - MSCFNSWC - correctly as aggregates. But for
a few of the resource requirements on day 1 of the planning horizon they see the individual
resource as a requirement instead of the aggregate resource. After day one they see the aggregate
as expected. This is creating a Capacity Load Ratio for the first week that is lower than it
should be.

Expect not to see Resource Requirements loaded against Aggregate Resources on all days of the
planning horizon.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create an aggregate resource
2. Assign the aggregate resource to the flexfield in BOM/Routings/Departments - query up the
department having the resources that need to be aggregated - Select Resources button - select a
resource to be aggregated - click on the descriptive flexfield for the resource - select the
aggregate resource name for the field called Aggregate Resource - select OK - save
3. Have demand in an MDS which will call out an item that has the resources in the routing which
have been assigned an aggregate resource in step 2
4. Run data collections
5. Set up and ECC constrained plan with the MDS and then run it with Aggregate tab setting for
Resources = Aggregate for Days Months and Periods instead of Individual
6. Run the ASCP plan and review the resource requirements for items. Most items show aggregate
on day 1 and beyond for requirements but a few show Individual resource requirements on day 1
while the rest of the days throughout the plan horizon show Aggregate
