After "pin_bill_day" Ends Some Accounts Didn't Bill And The Account's /billinfo.billing_status Is 4 (Doc ID 601674.1)

Symptoms

It is noticed that after the pin_bill_day ends some accounts aren't billed and the BILLING_STATUS of /billinfo is 4. The ACTG_NEXT_T, NEXT_BILL_T, etc., are not moved to next cycle. The DOMs (ACTG_CYCLE_DOM of billinfo) for these accounts varies. The number of accounts with this problem for each DOM is different as well.

Steps To Reproduce:
Run pin_bill_day and verify /billinfo.billing_status
