Symptoms

-- Problem Statement:
On EBS 12.0.4 - Demantra 7.2.0.1 :
Find that User Synchronization does not work


-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. create a EBS user
2. assigne Demand Management System Administrator or Demand Analyst responsibilities to the user
3. check user_id table on demantra schema. User was not created
