Cannot Fully Dispute Balance Of Partially Paid Bill (Doc ID 602674.1)

-- Problem Statement:
Initially if there is a bill that contains items which are associated with events whose balance
impacts have different tax codes.
First the bill is disputed,then an amount is settled - the amount of the adjustment after the
settlement is incorrect on the tax item (and hence on the bill) because the different tax rates
are not being considered. This leaves the bill and the tax item with amounts still in dispute and
the adjustment amounts are incorrect.


Add  $100.00 one-off charge to an account
Bill the account.
Charges should include taxe of rate 10%

Charges on bill now would be $110.00
Partially pay the bill, i.e. Make a payment of $50.00
Balance of bill now would be $60.00.
One-off charge item shows -50.00 as received value, and due is 50.00

Attempt to fully dispute remainder of invoice (bill level dispute) - using flag value of 2 so tax is applied

After dispute, the disputed amount on the one-off charge is -50.00, due on this item is 0
The disputed amount on the tax is -5.00, due is 5.00 - hence the bill still has an outstanding amount.

An attempt to specify an amount on the dispute greater than 50.00 with either falg value 1 or 2 results in error message "The existing positive bill due is becoming negative."
