Cycle Arrear Not Charged For The First Month For A Product With Multiple Currencies (Doc ID 602974.1)

Problem Statement:
The Monthly Cycle Arrear account has balance $0 after the first month billing when the plan has multiple currencies.
There is no problem with the Monthly Cycle Arrear account when the plan has a single currency.

Steps To Reproduce:
1. From Pricing Center create a plan that includes the product with Monthly Cycle Arrear event and 3 currencies.
   The 3 currencies are Euro (978) with monthly fee EUR978, US dollars(840) with monthly fee USD840, and Canadian dollar(124) with monthly fee CAD124.
2. On May 1, 2008, from Customer Center, create an account with the plan with US currency.
3. The balance in progress is $0 after the account creation.
4. PVT (pin_virtual_time) to June 1, 2008, and run billing

Expect Result:
The balance due $840.

Actual Result:
The balance due $0
