Dm_prov_telco Does Not Correctly Handle The Connection To The Provisioning System (Doc ID 603075.1)

Goal

dm_prov_telco does not handle correctly the connection to the provisioning system

a)Restart the provisioning system and create a customer.A service order xml gets generated. 
b) dm_prov_telco does not handle correctly the connection to the provisioning system
1) the xml service orders were created improperly  without the last bracket

ex:
<NAME>MSISDN</NAME>
<VALUE>0038670829373</VALUE>
<ACTION>I</ACTION>
</PARAMS>
</SERVICE_ORDER_INFO>
</order 

and  this causes the entire  Service Order to be invalid.

c) after restarting the dm_prov_telco, it works properly.

d) we can replicate the same using the tool agent_sim.pl
