dm_prov_telco does not handle correctly the connection to the provisioning system
a)Restart the provisioning system and create a customer.A service order xml gets generated.
b) dm_prov_telco does not handle correctly the connection to the provisioning system
1) the xml service orders were created improperly without the last bracket
and this causes the entire Service Order to be invalid.
c) after restarting the dm_prov_telco, it works properly.
d) we can replicate the same using the tool agent_sim.pl
