Symptoms

When attempting to perform step 2.35 ("Invoke the Omission management form") from Oracle
AERS Smoke Test Release 4.5, the following error is displayed in a Message window:

ERROR
"FRM-40735 WHEN-VALIDATE-ITEM trigger raised unhandled exception
ORA-02291.
ORA-02291: integrity constraint (TMS.TMS_VTO_NOCACT_FK) violated -
parent key not found
