FEM_IMPORT_DATA_LOCK_ERR Error Running Import Load for Mapping Rule in R12 (Doc ID 605440.1)

Symptoms

In iSetup R12, on the source instance, you create and run a "Load" to import Mapping Rules from a source instance into a target instance. The Load ends with an error and the following is in the View Log:
