Chaining Process With Population Parameter(Location) = Source Failed

Symptoms

-- Problem Statement:
On 7.2 :
When attempting to insert a new product as Scenario 2: New Product (Location Similarity) of
Demantra User's guide 7.2 explains and chain, the process status is updated to 'FAILED' and looking into the error_message from chains_queue table, the following error occurs:

ERROR
"No common population for filtered target and source"

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. create new item
2. set in Chaining Management in target region a new product with parameters population - item =
target, population - location = source and proportion - item = source, proportion - location =
source.
3. chain
4. exec chaining;
5. refresh Status: 'Failed'
6. check the error_message from chains_queue table
