Cannot Reactivate A Service : ERR_PERMISSION_DENIED (Doc ID 605731.1)

Symptoms

Unable to reactivate a service. Got error "ERR_PERMISSION_DENIED".

Reproduction Steps

1. Create account with standard GSM plan from Custom center
2. Move Pin_Virtual_Time few days ahead to a future date (for e.g., 5days)
3. Inactivate GSM service
4. Move Pin_Virtual_Time few days again ahead (for e.g., 3 days)
5. Reactivate GSM service , using Customer Center (CC)

CC throws error message as "ERR_PERMISSION_DENIED" .

In the cm.pinlog the error message is as below :
