Resume Suspend Error In Product Level Cycle Forward P1C1 (Doc ID 726477.1)

This problem can occur on any platform.


Problem Scenario :
1. 01/01/2011 - Created an account with Plan/Deal having product with Cycle  Forward fee .
2. 01/16/2011 - Refunded the Cycle Forward fee and set the product status to "Inactive".
3. 02/01/2011 - Ran Billing
4. 02/20/2011 - Activated the product 
5. 03/01/2011 - Ran Billing --> It was not considering the cycle forward charges.
