PIN_COLLECT Not Collecting On All Pending Accounts

After skipping pin_collect on June 25 and June 26 due to bill run crash, pin_collect was finally executed on June 27.   It did not collect for the subset of the accounts that got billed on June 25 and 26 before the crash.
1.- Is this normal behavior?
2.- Will these accounts be collected during the pin_bill_week even though the first collection
attempt never occurred?
