Error While Processing Reload Semaphore For FCT_SocialNo

This problem can occur on any platform.
However, after processing the semaphore, an error is logged and the pipelines are not re-activated.
The error is:

Note that patch 6962071 (fixing FCT_SocialNo performance issue at startup), was recently installed.

1. Start pipeline
2. Issue reload semaphore for FCT_SocialNo
3. The error is logged as above
