On an upgraded environment from 7.0 to 7.3, Bill level adjustment for upgraded accounts fails with
CM core dump

Steps To Reproduce
1) Do bill level adjustment for upgraded accounts through customer center or execute opcode
CM dumps core.

Business Impact:
Bill level adjustments not possible
