Column Names Appear In Different Positions While Using Reporting Api

This problem can occur on any platform.
When using the Reporting API, reporting columns are omitted if there is no data in those columns
-- Steps To Reproduce:
Invoke the OSM Reporting API for various orders of the same type, some containing data in all
fields and some not. In the result set, the columns not containing data are not displayed and
the subsequent columns are shifted forward.
-- Business Impact:
Customer can not obtain a consistent report result set under this type of scenario
