Extra Cycle Arrear Fee After Billing When Inactivate And Activate A Service In The Same Cycle (Doc ID 729889.1)

This problem can occur on any platform.

Symptoms

A monthly cycle arrear product ($12/month) with full charge on purchase and cancellation settings gives incorrect charge when service suspension and activation happens in the same cycle.

Steps To Reproduce:
1) 01-Feb: Create an account with the product described above
2) 01-Mar: Run billing. Got a bill with $12
3) 01-Apr: Run billing. Got a bill with $12
4) 15-Apr: Inactivate the service.  'Bill in progress' showed $12.
5) 01-May: Run billing.  Got a bill with $12
6) 20-May: Activate the service
7) 01-Jun: Run billing.  Got a bill with $12
8) 15-Jun: Inactivate the service.  'Bill in progress' showed $12.
9) 20-Jun: Activate the service.
10) 01-Jul: Run billing.  Got a bill with $24.  Expect $12 here.
