Error ORA-06502 With Partition_utils.pl On A Database With Custom Partitioned Tables (Doc ID 730390.1)

Symptoms

-- Problem Statement:
After creating a custom table partitioned on a date field, the partition_utils.pl returns the following Oracle Database error for most partiton_utils operation:

ORA-06502: PL/SQL: numeric or value error: character to number conversion error


It was assumed that the error was raised when the wrapped package PIN_PARTITION try to convert the
field user_tab_partitions.high_value to a number, even if the partitioned table isn't an Infranet table (it isn't registered in the table dd_objects_fields_t)

-- Steps To Reproduce:

STEP 01: the partition_utils.pl run without problems:

STEP 02: create a custom table partitioned on a date field

STEP 03: then run partition_utils.pl  that will raise the error ORA-06502:
