Accounting/Stop Accounting Charging Even When Balance Credit Is Insufficient

Accounting and Stop_accounting opcodes do not give expected return flist when charging an account
with insufficient balance.

Example: consider an Account with balance of -2€ credit and directly charge (without authorizing) an amount of 5€.

The return flist does not indicate that there is not enough credit balance, while based on the BRM documentation, it is expected to return field PIN_FLD_REASON=3 and field
PIN_FLD_RATING_STATUS=24 (i.e. Credit Limit Exceeded).

Reproduction steps

1. Create a pre-paid account.
2. Have a -3€ credit on balance.
3. Do stop_accounting for a quantity that represents 5€ in the price-list.
