Symptoms

When attempting to runs the EBS Upload Local Forecast workflow, it fails at the step of PopulateDenormTable. The view BIEO_LOCAL_FCST does get created, but table msd_dp_scn_entries_denorm was not populated. 

Logs show the following error:

Error description 'Database internal error: ORA-20015: Exception: msd_dem_upload_forecast.upload_forecast - ORA-20007: Error: msd_dem_upload_forecast.upload_forecast - Forecast has not yet been exported'
