ORA-06508 & ORA-02291 Errors Registering a New User in FDM Admin (Doc ID 733738.1)

In the 4.5 Oracle Financial Data Manager Administration application, when you try to register a new user, you receive the following errors after clicking on "Finish":

ORA-06508: PL/SQL: could not find program unit being called

ORA-02291: integrity constraint (.) violated - parent key not found

As a result, the user cannot be registered using the application.

If you try to run the "ofsa_app_utils.register_user" procedure directly in SQL*Plus, the procedure only outputs the ORA-6508 error message and does not register the user.

SQL> set serveroutput on
SQL> variable v_error_num number
SQL> exec ofsa_app_utils.register_user('USER','User','Name', :v_error_num);

PL/SQL procedure successfully completed.

SQL> exec dbms_output.put_line(:v_error_num);

Steps To Reproduce:

  1. Log into Financial Data Manager Administration
  2. Go to Wizards > Register > User...
  3. Enter the user information and click Next
  4. Select a User Group and click Next
  5. Click Finish on the "Congratulations" screen
