Email Notifications Not Working (Doc ID 736076.1)

Symptoms

Email notifications in the OSM application are not working. The logs show the following error:

An attempt was made to send a persistent message to destination "oms_events" hosted on JMS Server "oms_jms_server". This JMS server does not have a store, so the quality of service requested is not available.

By default, Persistence is enabled during the installation of OMS.
