Symptoms

ATP only considers On hand reservations and does not consider reservations for WIP, PO, Requsiitions, etc

Changes

 Initially design for ATP based on Planning output did not include support for reservations against On hand.
This was changed in 11.5.10 and front ported to 12.0.6 in <Patch.7029861>
