Symptoms

-- Problem Statement:
After setting 'Display Timestamps in Local timezone' the time is displaying one hour ahead

-- Steps To Reproduce:
* Set 'Display Timestamps in Local timezone'
* Select a patient and open its casebooks
* The time (ie modified) is a hour ahead
