When trying to run the loadHier process with a purgeAge of 0 and maxProcesses greater than 1, the process fails because a write lock cannot be obtained on /$DOMAIN/data/shadow.

If the purgeAge is greater than 0 and the maxProcesses greater than 1, the process is successful.  If the purgeAge is 0 and the maxProcesses is 1, the process is successful.
