Problems Running Note: 578043.1 'How Can Oc4j Be Set Up To Run As A Windows Service (188.8.131.52)

Following Details in My Oracle Support <Note 578043.1> in order to set BI Publisher Start-up as a Windows Service for use with AERS 184.108.40.206 and higher patch versions
However when attempting to start the newly added windows service the following message is reported:
The OracleBIPEE-OC4JService service is starting.
The OracleBIPEE-OC4JService service could not be started.
The service did not report an error.
