This problem can occur on any platform.
When the tax value comes in the TAP3, the tax value does not do the round up according to the
decimal places (TapDecimalPlaces=5 )provided in the TAP3, and then it will multiply the exchange
rate to give out the settlement charge.
Let take an example, start time = 20110505063607, VOICE MT CALL.
The tax in this record are 1868 and 3155. It should be rounding to 0.01868 and 0.03155, and then multiply the exchange rate.
Expect results: Tax amount should be 0.01868 * 12.7444
Actual results : Tax amount is 1868 * 12.7444
