Back-Dated Product Purchase Causes Next Usage Item To Point To Current Bill Object

This problem can occur on any platform.
The backdated purchase causes the next usage item on the service object to point to the current
bill. The bill object on the next usage item is updated by the backdated purchase.
-- Steps To Reproduce:
1) Create account and run 07/01 - 08/01 billing. Confirm that the service has current item in the
current item list and next item in the next item list. Both of course are usage items.
2) Confirm that the current item is pointing to the current bill object. Confirm that the next
item is pointing to the next bill object.
3) Purchase a product on 08/05 via Customer Center using the backdate check box specifying a date
4) After the purchase, verify that the current item and the next item both point to the current
bill object. Verify that there is no item pointing to the next bill object anymore.
-- Business Impact:
New redundant items are created and caused billing issues. Reporting is erroneous.
