No Valid State/Status Transition Message

This problem can occur on any platform.
-- Problem Statement:
In the OSM Web Client a user can receive the following message:
"There are no valid state/status transitions for the selected task"
when right-clicking and selecting "change state/ status" on an order / task that had been accepted by another user.
-- Steps To Reproduce:
Using OSM 631b102 loaded with the ATM Frame sample:
- Create 3 users, all with oms_user_assigner and oms_client roles
- Login to Web Client as user1 and create an order (#1) and save it
- Login to Web Client from another browser as user 2 - order #1 is visible as assigned to user1
- Right click on the task and select "Change Task State / Status" --- no action is performed and the message "There are no valid state/status transitions for the selected task" is displayed .
