Rate Plan Selector With 'In List' Match Using Default Separator Comma Not Working

Symptoms
Rate plan selector is not working when setup with 'In List' match using default field separator comma (,).
When a Rate Plan Selector has the following setting for a session event:

Using sample_act for login 'test1001' to load session usage, the rate defined in Rate Plan 'Others' ($8) was applied instead of the rate in 'FixLogin' ($5). The default delimeter comma ',' is not functioning.
It should pick up the value from the comma separated list.
Steps To Reproduce:
1. Create a product using /service/ip for a Session Event, using Rate Plan Selector. Then a deal, a plan. The Rate Plan Selector defined as described above.
2. Create account with login ID 'test1001' using the plan
3. Run following command from $PIN_HOM/source/apps/sample directory.
./sample_act -v -e session -s /service/ip -l test1001
