Getting ORA-12154 Only Logging into FDM Administration When Oracle 10g Client Installed

After installing the Oracle 10g client onto a PC, you cannot log into OFSA's Financial Data Manager (FDM) Administration application. The following error occurs:
ORA-12154: TNS:could not resolve service name
You can log into the other OFSA applications (ex. PA, BC, TP, etc.).
Oracle 10g was installed into a separate Oracle directory. For example, the OFSA 32-bit software is installed into C:\orant while the Oracle 10g software is installed into C:\Oracle102. An Oracle Names Server is used to connect from the PC to the database.
The OFSA directory is listed first in the PATH environment variable.
Additionally, the TNSPING program does not work from Orant but does work in the C:\Oracle102\bin directory.
Installed the Oracle 10g client.
