Symptoms

On 7.1.01  in Production:
Customer is trying to apply the patch XXXXX but are unable to apply the patch specified.

EXPECTED BEHAVIOR
Expect to be able to apply the patch

STEPS
The issue can be reproduced at will with the following steps:
1. Apply patch XXXXX by running the install.exe

BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot apply patches that Oracle is suggesting affecting open issues we
have with the application.
