DNS is Routing on the Private interface but not the Public interface (Doc ID 747025.1)

Symptoms

-- Problem Statement:
Policy Services DNS service is running and is operating , however the GGSN/SGSN are not able to
resolve addresses

-- Steps To Reproduce:
Send a DNS query to the DNS server to the public interface and the query cannot be resolved.
Send a DNS query to the DNS server on the private interface and the query can be resolved.

-- Business Impact:
With no workaround new services cannot be started
